On 23 March 2022, the High Court of Orissa at Cuttack, in a case against the Additional Chief Secretary to Government, Health and Family Welfare Department as well as against the Odisha Government, condemned the main medical health facility of the state.

The court held the hospital responsible for the deaths of two patients from medical negligence, claiming that the facility operated in violation of the right to health protected by Article 21 of the Indian Constitution. The court also ordered the payment of ex gratia compensation by the Odisha government to each of the relatives of the two patients who died of COVID-19 while being admitted to the medical school and state hospital.
